BECAUSE OF THE BLACK PIXELS APPLIED ALL OVER THIS IMAGE, FULL VIEW IS VERY IMPORTANT TO ACTUALLY SEE THE REAL BRIGHTNESS OF THE IMAGE.
...and with that, im sorry i ever touched the caps lock key.
A photo I took in New York [hurray! i didnt steal from google images!] and edited in Photoshop 7.
[dot pattern is best viewed full view.]
This is my current background and was intended to be a simple desaturated/low-contrast/pleasing-view background.

Perspective tools are a must in this case, as well as simple desaturation... and a few custom patterns i made.

....If this is an automatic filter, I i've personally never came across it. Taking the Users image gallery into consideration...I personally dont think that he would slap a cookie cutter filter on the image and call it artJust My Opinion.
