Description:
One of the more crafty Batman villains, Jervis Tetch aka The Mad Hatter, uses mind control devices and has an obsession with Lewis Carroll's Alice in Wonderland. Usually he wears a top hat, hence the name, but I wanted to draw him sans hat to show his physical likeness to the original Mad Hatter.
